China Petroleum Liaohe Equipment Company (CPLEC) is a wholly owned subsidiary of China National Petroleum Corporation (CNPC) and one of CNPC's principal equipment manufacturing enterprises. Headquartered in Panjin, Liaoning Province, China, the company was established in 1970 and operates as a large-scale integrated manufacturer of onshore and offshore petroleum drilling and production equipment. CPLEC's core business encompasses the design, engineering, manufacture, and assembly of a comprehensive range of oil and gas equipment including land drilling rigs (mechanical drive, electromechanical, AC VFD electric drive), offshore jack-up drilling rigs and platforms, workover rigs, hoisting equipment, drilling structures (masts and substructures), mud pumps, coiled tubing units, crane systems, electrical control systems, and wind power generation equipment. The company also provides technical services and equipment leasing. The company occupies a manufacturing campus of approximately 2,630,000 square meters with over 1,000 sets of production equipment across fabrication plants, block workshops, assembly centers, and outfitting facilities. Annual production capacity includes more than 70 heavy-duty drilling rig sets, 4 offshore platform sets, 10 vessels, and 400 sets of workover and oil production equipment. CPLEC claims the world's largest rig assembly center. CPLEC employs approximately 4,000 personnel, including 625 engineering technicians and over 3,000 skilled workers. The company holds API Q1, ISO 9001, and HSE management system certifications, along with API product monogram licenses for drilling structures (4F), drilling and well servicing equipment (7K), and drilling and production hoisting equipment (8C). Additional certifications include CCS, ABS, and DNV marine classification, a national steel ship manufacturing qualification (Class A), and crane manufacturing and installation licenses. Products are exported to nearly 20 countries including the United States, Venezuela, Ecuador, Uzbekistan, Kazakhstan, Indonesia, Pakistan, Iran, Syria, Oman, Thailand, Sudan, Algeria, Chad, Niger, and Kenya.
